analysis for the failure for the sarva shiksha abhiyan

It is wrong to say that the Sarva Shiksha Abhiyan has failed completely. It has achieved significant successes.  . According to government statistics,

 School dropout has declined from 80 lakh in 2009 to 30 lakh in 2012 due to the success of the Sarva Siksha Abhiyan programme

2. The net enrolment ratio at the primary level has also jumped to 99.8 per cent since the launch of the scheme.

However, the scheme has also faced certain problems. This has been primarily in the area of the quality of the education imparted. Studies by independent researchers show that some students of even fifth standard level cannot solve reading and arithmetic exercises of second standard level. The reasons behind this problem are

a. Absenteeism of teachers: Teachers may not always be present in schools, particularly those in remote locations. Even if present, they may not teach with due diligence.
 
b. Lack of monitoring: Absenteeism of teachers is due to the lack of monitoring by the officials of the government education departments.

c. Corruption: Such lack of monitoring is due to corruption among government officials. Teachers may bribe officials and headmasters of schools to not punish them for absenteeism.
