  • This involves bringing down the existing non-democratic regime, 
  • Keeping military away from controlling government and
  • Establishing a sovereign and functional state.

faced by those countries where democracy has not taken roots. A different type of political system

exists there. This challenge involves the following:-

(a) Bringing down the existing non democratic regime.

(b) Keeping military away from controlling government.
