A medium, in which the speed of light is more, is known as an optically rarer medium. If the speed of light in the medium is less, then the medium is known as optically denser medium. In other words, if the refractive index of a medium is high, it is known as denser medium and if the refractive index is low, it is known as rarer medium.

Rarer and denser medium refers to the comparison between the densty of various mediums through which a beam of light passes.

For eg. air is much less dense than glass, so glass is a denser medium whereas air is a rarer one. Light always bends towards the normal when passing form a rarer to denser medium i.e. in simpler words, a dense medium slows down light's speed, so it tries to cover the same distance(d) it would have in covered in air in time (say t)
also in the glass medium and thus bends towards the perpendicular to shorten the distance. And vice versa is also true.

Denser means medium wid more density due to wich the velocity of light ray decreases

 

and rarer means least denser by wich velocity of light will increse

Denser medium mean mass density of the medium i.e. mass per unit volume is more whereas, optical denser means the speed of light in this medium is less then the other medium.
