Electricity is the motion of charges. Neutrons are not charged, so they do not move. Electricity DOES NOT imply electrons are moving. It implies charges are moving. You can get electrical currents that DO NOT involve electrons. They CAN involve protons or charged atoms (ions). Foe instance: When electrical current passes through water or batteries, it is rarely electrons that are moving, usually it is charged ionic atoms.
