Define ' residuary powers'.

Residuary powers can be defined as the remaining powers, which are under the parliament in a federal state, such as India. There are some powers, which are shared by the government at center and the state, however residual powers are only exercised by the state government.  At present, the role and function of residual powers is in a state of controversy.
