The Sarva Shiksha Abhiyan is a programme launched by the Government of India with the aim to universalize primary education. This programme has been operational since 2000-2001. As part of this programme, the government has sought to open new schools, provide more teachers, and provide more facilities like toilets and drinking water in these schools. The overall purpose has been to create an enabling environment to induce parents, particularly among disadvantaged sections like SCs and STs, to send their children to school.

The scheme has partially achieved its objectives. According to government statistics,

School dropout has declined from 80 lakh in 2009 to 30 lakh in 2012 due to the success of the Sarva Siksha Abhiyan programme

2. The net enrolment ratio at the primary level has also jumped to 99.8 per cent since the launch of the scheme.

While the scheme has succeeded in improving enrolment, much work remains to be done to improve the quality of the education provided. Independent studies reveal problems with the level of education being provided and ensuring that teachers remain present in school to teach.
