Yes a smaller population faces a greater threat of extinction than a larger population. In a small population of a particular species the chances of variations occurring are very low, and hence less chances of these getting transmitted to the next generation. The variations increase the adaptability of an organism to changing environments. Hence the chance of any changes in the environment impacting the organisms is higher in a smaller population. 
Secondly, in case there is a negative variation that happens, the entire population has a chance of getting wiped out.
