It happens due to property of inertia at rest. When carroms pile is hit with an striker it exerts a force on the carrom at the bottom due to which the carrom moves ahead but the carroms placed on the carrom at bottom are not affectected by the force and tend to maintain the inertia of rest and settle down due to gravity and hence remains in piles at the same place.
