Political reform sin a democracy is possible by several means. Legal methods seem to be a very easy means to achieve so. However, it should be taken into account whether the law empowers the real sovereign or snatches away rights from them. Political experience shows that acts that seem to take away rights from the sovereign have failed due to the lack of confidence in the act. For example many states banned people who have more than two children from contesting panchayat elections. This has resulted in denial of democratic opportunity to many poor and women. However, on the other hand when we encourage the citizen to take up more responsibilities by guaranteeing them more rights or empowering them, laws have proved to introduce reforms. One very prominent example is that of the Right to Information.
