in sub saharan africawhy poverty rose as the time passed?

There have been substantial reduction in global poverty, but there are regional disparities as described below -

The following points may help you:

1
. In Latin America, the ratio of poverty remained almost the same, primarily because the pace of its social and economic progress and growth has been very slow.
2. In Latin America, many  countries are  characterised by grave inequalities in the distribution of income, Example , Bolivia which is  one of the poorest countries in the region.
3. It has also been identified that the region has not adequately invested in social protection programmes and schemes.
4. However, efforts are being made by many Latin American countries to combat poverty, like Argentina which has relatively low poverty rate.Columbia has also invested in poverty alleviation schemes.

In Sub-Saharan Africa, poverty saw an upward trend rather than a downward trend. It rose from 41% in 1981 to 46% in 2001.

a. Increased political instability in the region, ethnic conflict in the countries can be attributed to increased poverty ratio in the region.
b. These countries  are  also worst affected by diseases, are prone to drought, they have poor infrastructure.
