The United Nations can be described as a semi-democratic organisation. This is due to the discrepancies in the functioning of its two prominent bodies. The functioning of the General Assembly is democratic in nature as all the member countries have one vote in the assembly. It functions like a parliament and meets annually to conduct discussions. However, it does not exercise any power of decision-making in the event of conflict between two countries.

Such powers are vested in the fifteen member Security Council which has five permanent members. These members are USA, Russia, China, UK and France. Disproportionate authority is vested with these members as they contribute most money for the maintenance of the UN. The most significant of these is the power of veto that prohibits the council from taking any decision if any permanent member exercises it. Thus, the functioning of the Security Council is not democratic in nature.
