In the above paragraph i think there is a mistake . Instead of particle-particle force of attraction there should come inter - particle force of attraction.

Inter particle force of attraction means force of attraction between two different particles.Similarly, particle – particle force of attraction means force between two particles and not within the same particle.Therefore, they are same.
