what are the different types of power sharing?

Pwoer sharing is of 4 types-

  1. When power is shared among diff organs of the govt. like when judiciary , executive, and legislature share power. This ensures that none of them can exercise unlimited power and each organ checks the other.
  2. When power is shared among govts at diff levels- When power is shared among central and state govts in which no one can interfere in the other's matter. for example the central govt will not decide whether to keep punjabi as a subject or not in punjab
  3. Among diff communities and social groups- Power is shared among diff communities at the state or at the village level like municipal corporations and gram panchayats. Power is also shared among ppeople of diff castes. Like reservations have been set for the lower caste people so that they can become as successful as the upper caste.
  4. Among diff political Parties- Power can also be shared among diff political parties. Like for example in our govt, there is power sharing between the ruling party and the opposition so that the ruling party is not more powerful so as to cast aside the suggestions of the opposition and the ruling party does not have the full power, as the opposition can question any of the ruling party's actions.

Power sharing can take many forms in modern democracies. Infact there is not a single formula for sharing power but a broad range of political opinions to settle the disputes and differences among various sections of the society. The most common arrangements for power sharing in modern democracies are –
(i) Power is shared among different organs of the government, such as legislature, executive and judiciary. Such a separation ensures that none of the organs can exercise unlimited powers. As no particular organ enjoys unlimited powers in its area, it acts as in-built checks and balances in the system. This type of arrangement is also called horizontal distribution of power, since all the organs are at the same level of exercise different powers. e.g., power sharing in India.
(ii) Power is shared among governments at different levels i.e., general government for the entire country and various regional or state governments. Its aim is to reconcile national unity, interests and power with States’. rights and interests. This is called federal division of power and the divisions relating to higher and lower levels of the government are called vertical division of power, e.g., Indian constitution establishes a dual polity in which the powers are divided between the Centre, i.e., Union and the State governments.
(iii) Power is shared among different social groups which can be based on religious or linguistic lines, e.g., community government in Belgium, where all the major communities get power relating to their social matters.
(iv) Power is shared among various political parties. The multi-party system provides enough options for the voters to choose from and also keeps the ruling party under pressure so that they perform better. Sometimes several parties join together to prove their majority and thus, form a coalition government, e.g., the multi-party system in India where there are national and regional parties

Different forms of Power Sharing are:-

1. Between various organs of the govt. - This is also called Horizontal Power Sharing. in this, Power is shared between the three organs of the govt, ie. Legislature, Executive and Judiciary. In this arrangement, no organ is above or below any other. There is a check and balance system.

2. Between various levels of govt - This is also called Vertical Power Sharing. In this, Power is decentralised among the various levels of the govt, ie. National or Cental govt, State govt and Local govt.

3. Between different social groups - In this, power is shared by different social groups, like women, SC, ST etc.

4. Between Political parties and pressure groups - Power is also shared by different political parties and pressure groups. In democracy, people have the right to be a part of the govt and share power.
