what are the two plans on which antipoverty strategy of the government is based?

The current anti-poverty strategy of the government is based broadly on two planks:

(i) Promotion of economic growth.- Poverty rate is directly linked with economic condition of the country. As economy grows , it creates more opportunities for people in terms of jobs, it leads to greater investment and provide opportunities to a large segment of people to improve their standards of living. Economic growth is the most powerful instrument for reducing poverty and improving  the quality of life .Like wise, sluggish economic growth impacts the whole society and more so poverty ridden people. However, it is important that a country must strive for inclusive growth where poor  accrue the benefits of economic growth.

(ii) Targeted anti-poverty programmes-
- Merely framing policies is not enough, problem lies in the implementation process. Most of the programmes fail to reach the targeted beneficiaries as there is no effective mechanism to keep a track of the policy. It require effective control and regulation and periodic checks. For example, Over the years, the policy related to PDS has been revised to make it more efficient and target oriented. In 1992, Revamped Public Distribution System (RPDS) was introducted in 1,700 blocks in the country. From June 1997, in a renewed attempt, Targeted Public Distribution System (TPDS) was introducted to adopt the principle of targeting the ‘poor in all areas’ and making it more inclusive
