what does it mean by bracteate or ebracteate

Bracts are small leaf-like structures present at the base of the flower stalk or pedi.
Flowers that have bracts  at the base of pedicel (stalk of flower) are called bracteated flower.
For example- Tulip, Asparagus
Flowers that do not have bracts are called ebracteated flowers. For example- Mustard
