1. Risk reduction
2. Preparing resources to respond to hazard
3. Respond to actual damage and limiting further damage
4. Returning to state before the hazard incident
India’s disaster management team is weaker than Japan’s because of the following reasons:
1. Less planning or consultation
2. Low on technology
3. Insufficient capacity to respond to a disaster in a sustainable manner
4. Minimal impact by the relief programmes
