What does the line "Few airplanes fly over Firozabad" in the end mean ?

The narrator asks Mukesh whether he had also considered being a pilot. Mukesh replies in the negative. Mukesh had seen many cars run down the road by his town and so was inspired to become a mechanic. Though, in his this wish, he had transcended the traditional caste-based job assigned to his kind by dreaming of being a mechanic, it is evident that his choices are limited to the options subtly suggested to him. It suggests that even the authorities have not bothered to provide other opportunities to these people, leaving them immersed in this low-paying, single-minded job generation after generation.
