It suggests that he has not truly understood or realised Brutus's reason for killing Caesar.

Brutus reasons to the demanding crowd that Caesar had become a tyrant hence he and the conspirators slew him.  He tells the crowd that he loved Caesar but he loves Rome more. Brutus claims that death of Caesar is necessary for the benefit of Rome to keep men free. If at any point of time Brutus is a detriment to his country, like how Caesar was, he should be put to death in a similar way.  Thus ironically one of the persons in the crowd cries out "Let him be Caesar" and another says that Caesar's attributes will be crowned in Brutus if he is made a ruler.This means the same set of people who once staunch supporter of Caesar are now supporting his assassin Brutus.
