What is ASTC rule ?

There is no rule such as ASTC rule.
It is just an a way to remember that all trigonometric functions are positive in first quadrant; sin (or cosec) are the only two trigonometric functions which are positive in the second quadrant; tan (cot) are the only two trigonometric functions which are positive in the third quadrant; cos (sec) are the only two trigonometric functions which are positive in the fourth quadrant.
Here A represents all, S represents sin, T represents tan and C represents cos.
 
Practice some questions based on trigonometric functions in different quadrants and you would be able to figure out and find the signs of the trigonometric ratios in different quadrants.

 in the first quadrant all are +ve,in the second quadrant only sin(cosec) is +ve,in the hird quadrant only tan(cot) is+ve,in the fourth quadrant on cos(sec) is +ve. to remmeber this we can say Add Sugat To Coffee or All Students Target Cement or All Schools Torture Children etc
