Rail transport is a means of transportation of passengers and freights by way of wheeled vehicles running on rail tracks. The road transport system in contrast is merely a prepared surface. The track in railways usually consist of steel rails installed on sleepers/ties and ballast, on which the rolling stock, usually fitted with metal wheels, moves.

roadways r the ones which r laid in thar for the vehicles 2 move smoothly.but railways r the ones which r laid with tracks,sal wood(a type of wood),etc.this is for trains 2 move smoothly

roadways are paved path on earth on which vehicles run. 
Railways are specially designed for Trains so that only they can use this path and none other vehicle.
