what isthe meaning of line- 'under the upraised wings of death' ?

Dear student,

The rain is like the cycle of the earthly life. It takes its birth because of various wild elements available on the earth. It also dies when it has served its purpose. It is like the living beings on the earth-they are born, live and then die when they can't sustain themselves any more. The rain's life also ends under the upraised wings of death.
