The presence of ions in liquid causes the flow of current. Current is defined as the rate of change of charge and ions are charged species. The ions carrying positive charge charge are called cations and those carrying negative charge are called anions. So when the ions present in a solution move, current flows in the solution.

Most water is not pure (distilled) so it will contain at least trace amounts of salt and other ions which conduct the electric charge. The way a liquid, any liquid, conducts electricity is through positively or negatively charged ions that are in it actually moving from one of the electrodes to the other, carrying charge (electricity) with them. Even distilled water can ionize into H+ and OH- but it does so at a very diminished capacity as compared to salt water in which the NaCl ionizes to Na+ and Cl- quite readily.

Primarily what causes water to conduct electricity are the ions present in the water itself. Even more currents are more quickly transferred through denser substances eg metals and the conductors should provide little resistance to the charges.Thus denser liquids such as salt solution are better conductors of electricity.
