what makes helen,the ghost,and her other co-ghosts organize the Writer's Inspiration Bureau?

helen the ghost organizes the WIB as she knows there is a lot of pain and trouble invovled to set up or think of a good plot so she organizes it for helping the writters to come up with good plots

it is because in her real life ,she was a writer.she realised that writing is a terrible job.so,for providing writers with new ideas they organise writers inspiration bureau.

IN HER REAL LIFE SHE HAD SEEN THE SUFFERINGS OF WRITTERS AS HERSELF A WRUTTER SO TO MAKE THE PRESENT WRUTTERS FREE FROM THIS PROBS THEY MADE BUREAU

HELENTHE GHOST TELLS HALLOCK THE NARRATOR THAT SHE USED TO LIVE IN OTHER LIFE.SHE WENT AS A READER ON A MAGAZINE BUT THOSE WERE TERRIBLE DAYS AS THIER MEMORY MADE HER MISTAKE PURGATORY FOR PARADISE.HELEN AND OTHER GHOST SUFFERED THEY WENT ON STRIKE AND THEY MADE A "WRITERS INSPIRATION BEAREU".

 Helen and other co-ghosts organised The Writer’s Insipiration Bureau because they felt there were many writers without ideas, however, with a vulnerable mind who were looking for an inspiration to write ghost stories. The bureau would assign a ghost to such a writer so that he/she could write good ghost stories.

Helen was a fiction writer in her human birth but had stopped writing fictions because she didn't have ample ideas to write. To help all the ghost writers, still alive, who are similarly afflicted with such dearth of ideas, Helen and similar ghosts organized the Writer's Inspiration Bureau.
