cannot afford to buy supplies like Wheat, Rice, Sugar, Kerosene in the retail market 
or super markets as in cities.... 
I think these are very useful and advantageous in Rural parts of the country ......

Ration shops are necessary because poor people can not afford to buy costly rice dal etc so government has fixed some price for poor people like RS.2 per kg rice etc

They are also called the 'fair price shop' because the grains , oil ,and other items are here at very low prices and poor people mostly uses these shops .
