Why do certain elements exhibit variable valency ?

Hi,
Metals lose electrons from their valence shell to form positively charged ions and the charge on the ion is equal to its electropositive valency. However, some elements atom loses electrons from the shell next to the valence shell due to the energy levels .In such a situation the element exhibits more than variable valency.
