why do frogs lay so many eggs in water ?

Laying of so many eggs by frogs is necessary for their survival. most of the eggs laid do not develop into adulthood as they are damaged or do not find suitable conditions to develop. Others are eaten up as food by surrounding aquatic animals. Hence only a fractional few will ultimately develop into adults.
