why does electrical conductivity of earth's atmosphere increase with latitude?is it because its density goes on decreasing?

Yes, the conductivity does increase with altitude, let's see why...

As the altitude increases the atmosphere gets thinner and thus less dense. This would mean that less air particles are present the higher up we go and thus atmospheric ions have more room to move about and that to with greater speed. This is would result in increasing conductivity.
