As you know that earth is divided in verical lines which passes from noth plole to south pole called Longitudes.Longitudes differenciates in time zone of a region.

As you know that earth completes on rotation in 24 hours and move 360 degree (complete rotation = 360 deg) . So for completing 1 deg rotation, time taken in min = 24 * 60 / 360 which equals to 4 min.

We know that gujarat lies at 68 deg 7 east  AND  Arunachal Pradesh lies at 97 deg 25 east. The Difference between them is approx 30 deg.

So , to move 30 deg,

  Time taken = ( 30 * 4 ) min

  which is equal to  120 min.And 120 min = 2 hours.

and as we know that sun rises from east,

Therfore , sun rises 2 hrs earlier in arunachal than gujarat.
