burning can occur only in the presence of oxygen. when the burning object is wrapped with a blanket we cut off the supply of oxygen which is essential for burning. so it can no longer burn and blows out

because oxygen is supporter of cumbutuon the blanket cuts off the oxygen supply and stops cumbution
