Why ice at zero degree celsius produces more cooling effect than water at 100 degree celsius?

Ice at zero degree Celsius produces more cooling effect than water at 1000 C because the temperature of ice is much lower than that of water. Lower is the temperature, more will be the energy absorbed by the substance from the surroundings and hence more will be the cooling effect. On the other hand, the temperature of water at 1000 C is already quite high, hence it will absorb much lower energy in comparison to ice and so its cooling effect will be much lower than that of ice.

it is quite obvious that at 100 degree celsius water will not produce cooling effects but at 0 degree celsius ice will cooling effect as there is temerature difference

This is due to latent heat. Ice at 0 degree will have less kinetic energy and so it soaks heat form our body making us cool whereas boiling water has a great magnitude of energy in it making it supply energy to the body resulting in its warmness.
