In parliamentry form, the rule says all people(above 18)  in democracy have the right to vote which is UAF.

For this, there can be democracy without universal adult franchise.

This is because if people cannot choose their leaders then they have to bear the injustices of the government as the leaders will have no fear and they will do whatever they like.
