Why is 'tax' on imports known as a trade barrier?

Since the taxation on imported goods is done to discourage imports into that country. It increases the prices of the cheaper imported goods and thus eliminating the competition .Thus local and home industries are saved. This is the reason why it i soften referred as "tax barriers".
