Why the second sumgiven in video is not polynomial ?

Polynomial is an expression which has variables with a power of whole number

for eg. 2y²+6y²

but if you write 2y^1/2+ 2y^-1 this will be not a polynomial as the powers here 1/2 and -1 are not whole numbers.
