-0.6 lies between 0 to 0.25 therefore it should be low degree of correlation..but it is said moderate degree....experts please explain it seems bit confusing

-0.6 means -0.60, it is greater than 0.25 and less than 0.75, i.e. -0.25 < 0.6 < 0.75
So it's falling in class 0.25 to 0.75 
Therefore, it has moderate degree of correlation.
