Dear Student,

The picture posted by you is not clear, I can only comprehend Centre states relations in Indian federalism.

You may refer the following points:

a.  India is a federation with a unitary bias and is referred as a Quasi federal State because of strong central machinery.
b.The distribution of powers by the constitution between the Centre and states is unequal, Centre has more powers and important areas of jurisdiction within it purview. For example the union list containing more subjects and important subjects like defence, foreign affairs. 
Even the constituent units  have unequal powers , like some states may be granted special status like Jammu and Kashmir, under Article 370 of the constitution  .
c. The Constitution also empowers the centre to create new states, to change the boundaries of the existing states, to split or merge existing states.
d. The Centre is financially more powerful , making states dependent on it for resources.
e. The position of the Governor, explains the centres' stronger position, the Governor is the central nominee , and acts a the representative of the centre in a state. Governor has the power to reserve bill for the consideration of the President passed by the states legislature , it has the power to give report on the breakdown of state machinery to the centre.
f. With regard to actual functioning of the federal system, there has been rising regional aspirations, with demand for new states like Telengana ( finally created ), Gorkhaland , demand for greater autonomy by states imposes pressure on the federal politics of our country.
g. Our federal system also faces the challenge of dealing wide disparities in the economic growth of states, of unequal distribution of resources leading to states making claims on the centre.
h. There has also been increased dependence of states on central forces like CRPF to maintain internal security and law and order.
Federal sharing of powers among the centre and states has always been a subject matter of controversy, of discussion in Indian polity, particularly with regard to imposition of the President rule.
j.  The situation however,  has changed dramatically, with the advent of coalition governments at the centre that marked a new chapter in the history of federal relations .
k. The coalition government marked the presence of regional parties at the centre, who are sharing power with the national party.
l. The presence of regional parties have ensured that power is not misused by the centre, regional interests are promoted, centre's power to impose President's rule is not misused, adequate finances are released for the development of states etc.
m.  It has also ensured that regional parties are part of the decision making process impacting the country at large.
n. It has allowed regional parties to act as game changers in the Indian politics demanding special economic package for their states.
