This sentence has been written in context to the new administrative set up of Napoleon, esp: the Code of Napoleon. 

The new administrative changes guaranteed the following :

Napoleon's codes (1804) were a set of civil codes that had to be practiced by the French society. The aim of the code was to reform the French society, in areas such as family, property, civil procedure etc. They were the following : 

  •  Established equality before law.  
  • Abolished all privileges based on birth.   
  • Granted the right to property to French citizens.  
  • Simplified administrative divisions.   
  • Abolished feudal system and freed peasants from serfdom. 
  •  Removed restrictions on guilds in towns. 
  •  Improved transport and communication.

Though people were happy with the changes in the beginning, however, later, the other restrictions imposed seemed to burden them more.   Increased taxation, censorship, forced conscription into the French armies required to conquer the rest of Europe, all seemed to outweigh the advantages of the administrative changes.
