With cumulative frequency concept formula used is different which you will study in higher grade. As per your grade we will solve it by the  formula

Also it cannot be solved by cumulative frequency as there is no  grouped data. 
Here, first arranging frequencies in ascending order1, 3, 5, 6, 7, 8, 9, 11no. of terms is evenso, 82th term=4th term i.e. 4thus the median of data is 4.
