Racemisation means the two products i.e, product with inverted configuration and of same configuration as of reactant produced in equal amounts. 70 % racemisation means 35 % is of inverted configuration and 35 %  of the same configuration will be produced. Remaining 30 % will be of the same configuration since no racemisation will take place in 30 %. So inverted product will be formed from only that 70 %. Thus % of inverted product will be 35%.
