The above answer is actually WRONG . Beginners use inflated rubber tubes as the air inside the tube reduces the relative density of the tube as a whole keeping it above water and thus , keeping the wearer afloat .

P.S - believe me when I say this as I have actually tried staying afloat without the air inside !
