If seeds are sawn too deep in the soil the seed will not germinate due to the lack of air in the wet soil. The plumule that usually comes out at the time of germination will fail to come up through the wet soil.

It's all about the minimal amount of resources as the seed has been sown very deep it takes lot effort to grow it into a full grown plant and the raw materialobtained will be weak and spoilt
