Here we will use the following formula

P = E/t

where P is the power

as it has an efficiency of 40 % than available power = 0.4MW = 400000 W

E is the potential energy = m X g X h

here g = 10 m/s

h = 50 m

and also t = 1 sec

thus, 

E = P X t = P

mgh = P

m = P/gh

or m = 400000 / 10 X 50

thus, the mass of water flowing = 800 kg
