Cost price of a balloon = $\frac{1}{3}$ rupee 

And , He sells them at 2 for a rupee , So

Selling price of a balloon = $\frac{1}{2}$ rupee 

So,

Gain percentage  = $\frac{{\displaystyle \frac{1}{2}} - {\displaystyle \frac{1}{3}}}{{\displaystyle \frac{1}{3}}}\times 100 = \frac{{\displaystyle \frac{3 - 2}{6}}}{{\displaystyle \frac{1}{3}}}\times 100= \frac{{\displaystyle \frac{1}{6}}}{{\displaystyle \frac{1}{3}}}\times 100= \frac{1}{6}\times \frac{{\displaystyle 3}}{{\displaystyle 1}}\times 100 = \frac{100}{2}$ = 50 %                         ( Ans )
