Filtration is process of separating soluble impurities from a mixture. Dissolving sugar with water is a mixture where the sugar gets dissolved into the water. That is why sugar cannot be separated from sugar and water solution.( sugar can only be separated by evaporation)

Filtration is the process through which insoluble substances are separated from any liquid (water). But sugar is soluble in water so the solution of sugar in water cannot be separated by filtration method.
