side of the square EFGH = 90 m

area of ABCD = 100² = 10000 m²

area of EFGH = 90² = 8100 m²

area of path = area of ABCD - area of EFGH = 10000 - 8100 = 1900 m² 

cost of cementing 10 m² = Rs. 250

cost of cementing 1900 m² = Rs. Rs. 47500
