As, the person is neither taking food or beverages, there will be less urea in the urine because urea is excreted from the kidney as a waste product.  This urea come from the liver which is formed after the breakdown of protein , fat and carbohydrate. Therefore, if person is not taking any food, there will be less formation of urea and less excretion of urea from urine. Hence, option b is correct.
