Transistor is “Current Operated Devices” because a much smaller base current causes a larger emitter/ collector current, to flow.

Here, base current is input current and collector curent is output current.
 
Also, in active region collector current is independent of collector voltage  and only depends on the base current.
 
This is the reason why transistor are known as current operated devices.
