CCl4 has the lowest dipole moment amongst CCl4, CHCl3, CH2Cl2, CH3Cl. In fact, CCl4 has no dipole moment because it is a symmetrical tetrahedral molecule. The individual dipole moments of C-Cl bonds cancel out each other in CCl4 whereas in other molecules a net dipole moment is produced.
