Explain these lines

Dear student,

The Governor thought that he would be able to get Evans, a mastermind at escaping prison, back into his cell soon because he had committed the mistake of leaving the question paper in his cell. The question paper had clues to Evans' whereabouts and the Governor presumed that Evans had made a fatal mistake in his otherwise perfect plan.
