Dear Student,

the distribution of the mass about any axis is not symmetric 
 so by just cutting half of the plate the MI will not become half 
option A and B are in correct
as I is the MI about the axis at P 
if we consider P the mass of PQR are distributed farhter more and less mass is near to the axis 
while in case from axis R the cse is opposite hence in case of MI about P > I/2MI about R <I/2option CREgards
