amount of water flowing will be the volume of the water in the river which is in the form of a cuboid for 1 minute.
V = L*B*H
B = 60 m
H = 3 m

we need to find L which will be the length of the river (imagine a river equal to that length) from the rate given
in 1 hour, distance = 2.4km = 2400 m
in 1 minute, distance = 2400/60 = 40 m

so, V = 40 * 60 * 3 = 7200 m3 

Therefore  water flowing per minute into the sea is 7200 m3
